02 cummins 6 spd nobody knows how to cure the surge

truck continues to surge with or without the chip plugged in and when it does surge the boost gauge goes nuts. fuel system was stock when began having issues and after replacing it for a second time in 6 months it now has the industrial injection hot rod vp44 and the air dogg demand flow lift pump and gets all the fuel it needs but still surges. and it runs great with the cruise on but i dont run it cause it gets stuck at random rpm's when you shut it off. anywhere from 1000 to 1600 rpm's??? To the point now i think i may set it on fire. Any ideas??

I know this is old but have you checked the cruise control unit under the battery on the drivers side? Battery acid drips down there and eats at the control head. Also a bad APPS can cause problems with surging. Try the reset the procedure.
